Rostelecom - Skartel dispute on access to LTE networks to be heard on Dec. 3
The Moscow Commercial Court has set for December 3 the primary hearings in Rostelecom's lawsuit to force Skartel to grant access to LTE networks, the court told the Russian Legal Information Agency (RAPSI/rapsinews.com) on Tuesday. Skartel is part of the Yota brand.

Yota (Russia) announced limited launch of LTE-A Rel.10 in Moscow
Yota Networks today announced the launch of LTE technology Advanced on a commercial network (not to be confused by the words - it is not commercial launch). LTE Advanced will allow data transfer rate up to 300 Mbps for the subscriber device. At this time the technology has been introduced at the part of commercial network in Moscow.
Managing Director Yota Networks Yegor Ivanov: "we run LTE Advanced ahead of other global operators, because the Yota Networks enjoyed by subscribers of several virtual operators (MVNOS), even more acute challenge match network capacity growing consumption data.
Introduction of the most advanced telecommunication technologies are the only way to accomplish this task".
The first consumer devices to support LTE Advanced will appear in Yota Networks lineup in the first half of 2013. By this time Yota Network plan to deploy the technology on all of its commercial network. Partner Yota to introduce Rel.10 is Huawei, which is the main supplier of telecommunication equipment for Yota Networks.

Russian LTE MVNO advantages likely to be short-lived
Fitch estimates that LTE revenues are likely to be comparable to the network fee floor set by Skartel. Assuming an MVNO operator with 200,000 subscribers in 2013 and 300,000 subscribers in 2014 generating an average ARPU of RUB600, which is more than twice as much as the current average mobile broadband ARPU, revenues would amount to approximately USD116m for two years, well below the USD170m MVNO fee floor. The assumed subscriber base does not look underestimated when compared to the current LTE subscriber base and announced plans by key operators. Megafon is planning to sign up 100,000 LTE subscribers by end-2012. Skartel estimates its current LTE subscriber base at 600,000, of which approximately a half is in the city of Moscow. //reuters.com

Another 4G/LTE MVNO launched in Russia - MTS over Yota
MTS (Russia) began providing access to 4G/LTE network in Kazan based on MVNO model. MTS's goal is to prove is it beneficial to work with LLC Scartel (Yota). If cooperation would have any success, MTS will spread out of its LTE service yota-LTE-network-wide.
Today Yota Networks announced launch of FDD-LTE 2.5-2.6 MHz (2x30 MHz) network in Kazan (Tatarstan, Russia). There are three MVNO who sell LTE services based on that RAN - Yota, Megafon and MTS. Rostelecom and Vimpelcom not join the shared network yet.
There 118 eNodes (BS) in Kazan covering about 80% of the city territory. It is 7th region in Russia, where available 4G/LTE service. Tomorrow we expect start of Yota (and Megafon) LTE services in S.Petersburg as well.

Megafon is close to announce commercial TD-LTE network in Moscow
MegaFon is at the end of the process of development LTE TDD network in Moscow. Regulator (Roscomnadzor) already issued its permission. We can expect start of services Sep.1, 2012.
There are "few hundreds of TD LTE base stations installed" in the Megafon network in Moscow, as company representative told me. Company will use band 38 (2.5-2.6 GHz).
New network will be good addition to the existing Scartel's LTE FDD network, which is in the same holding with Megafon. That means, that subscribers to Megafon MVNO service will be able to get better coverage and service. The dongle Huawei E398 (RUR1990), which is the only LTE modem for the Megafon LTE customers at the moment is able to support both FDD and TDD networks and 3G/2G as well. Tablet Samsung Galaxy Tab 8.9 LTE which is second of two Megafon's LTE user devices does not support TD-LTE.
In February 2012, Megafon entered into a mobile virtual network operator (MVNO) agreement with Scartel LLC, a related party of the Company since July 2012, which operates under the Yota brand. for the joint development and provision of 4G/LTE services in Russia.
The MVNO agreement enables the Company to provide 4G/LTE services to its customers using the network of Scartel and enables Scartel to use network infrastructure of MegaFon to provide voice services to its customers.
In March and April 2012, the Company prepaid Scartel an aggregate amount of $50 million (1,641 at the exchange rate as of June 30,2012) for the provision of future interconnection servives under MVNO agreement. The amount of the advance was included in prepaid expenses in the accompanying consolidated balance sheets as at June 30, 2012.

GCT Semiconductor LTE chipset GDM7240 is being used by Yota (Russia)
GCT Semiconductors announced that its GDM7240 single chip LTE solution is beign used in the Yota LTE USB dongle. The volume of dongles "sold" (Yota replace WiMAX devices for its WiMAX subscribers free of charge) is about 400 thousand.

Yota (Russia) postponed LTE start in S.Petersburg to Aug.31
The reason promotes is that not all WiMAX subcribers got LTE UE's replacement yet. New date of start is Aug. 31. Yota S.Petersburg WiMAX network's subscriber base is about 100 thousand connections. As press release told, there are 650 LTE BS installed in the city and nearest suburb. Maximum DL speed will be limited to 20 Mbit/s.
Tariffs based on unlimited data usage models, price depends on the speed. Max speed (up to 20 Mbit/s) - RUR1400 (US$43.9) per month. It is possible to pay RUR9000 for 1 year of use, that is like US$23.5 per month or US$5400 for 1/2 year (~US$28 per month).
Subscribers can buy 2 hours of max speed for US$1.56 or 24 hours of max speed for US$4.70.

Yota (Russia) looking for 2 more MVNO's, but cost is high
"Scartel" (LLC "Scartel"), licensed to provide mobile radio communication standard LTE is ready to consider an applications from service providers that implement the business model of LTE MVNO, to conclude agreements on the use of radio access network infrastructure company, "Scartel" FDD-LTE (2500-2530/2620-2650 MHz), subject to the conditions set forth below.

Each applicant when applying for a federal contract has to offer the guaranteed total cost of the contract until December 31, 2014 in an amount not less than US$150 million, including VAT, in rubles, which will be include a fee for connection and integration with the Scartel's network, and payments for use of the Scartel's RAN, calculated at a price of 4720 rubles, including VAT, for 1 Mbit/sec.
Regional agreement:
Each applicant when applying for a regional agreement on a PLMN has to offer the guaranteed total cost of the contract until December 31, 2014 of at least US$70 million, including VAT, in rubles at the Central Federal District and / or not less than US$20 million, including VAT, in the ruble equivalent of any federal district, except for the Central Federal District. The above total cost of the contract will include a fee for connection and integration with the Scartel's RAN one PLMN, and payments for use of the Scartel's RAN, calculated at a price of 4720 rubles, including VAT, for 1 Mbit/sec.

Yota starts testing its 4G/LTE network in St.Petersburg, Russia from August 8
August 8 from 1:30 am to 5:45 am tests will be technical, not available for joining.
